The 4 CR 17 creatures in the SRD are 3 dragons and 1 monstrosity. They run 199 to 341 hit points and armour class 17 to 20. Challenge rating averages offence and defence together, so two creatures sharing a rating can play completely differently — check the armour class against the party's attack bonuses before assuming a fight will be quick, because a high-AC, low-HP creature frustrates a martial party while the reverse drags.

How to use these at the table

CR 17 and up is the top of the SRD, and these creatures are campaign climaxes rather than encounters. They assume a party with legendary resistances to burn through, magic items, and the ability to act at range and in the air. Give the fight a second phase, a battlefield that changes, or reinforcements — a static statblock, however large, will not hold a tier 4 party's attention for six rounds.

Where the maths bites

Legendary resistance is the load-bearing mechanic at this tier. Without it, a single failed save against a high-level control spell ends the fight immediately; with it, the party has to spend three spells breaking through before their real plan works. Count those uses carefully, and decide in advance how you will handle the party simply casting the same save-or-lose spell four times in a row.
