What's at common rarity
4 items, made up of 2 potions and 2 scrolls. None of them require attunement, so they can be handed out without competing for a character’s three attunement slots. A character can only be attuned to three items at once, so handing out four attunement items at the same rarity gives the player a decision rather than four upgrades.
When to hand these out
Common items are the most underused reward in the game. They change almost nothing mechanically, which is exactly why they are safe to give early and often — a character with a minor item that does one strange thing has a piece of personality rather than a bonus. They work well as the reward for a side quest that does not warrant real treasure.
What they do to the game
Nothing, and that is the point. You can hand a level 1 party several common items without affecting encounter balance at all. The risk is the opposite one: players who expect every magic item to be significant may read a common item as a disappointment, so present it as a curiosity rather than a prize.
