What's at uncommon rarity

94 items, made up of 56 wondrous items and 19 potions, with 19 more across other groups. 29 of them require attunement — 31% of the tier, and that percentage is the number that matters when you are stocking a hoard. A character can only be attuned to three items at once, so handing out four attunement items at the same rarity gives the player a decision rather than four upgrades.

When to hand these out

Uncommon is the standard tier for levels 1 to 5 and the first rarity that genuinely changes how a character plays. This is where +1 weapons, useful wondrous items and the workhorse consumables sit. One uncommon item per character by level 5 is a common baseline, and it is a reasonable one.

What they do to the game

A +1 to attack or AC is a real shift at low levels, where the underlying numbers are small — it is worth roughly a 5% swing on every roll. That is fine and expected, but it is the reason handing out three of them at level 2 makes early encounters noticeably easier. Prefer items that add an option over items that add a number if you want to avoid that.
